Power System Planning

The System Planning Department is a strategic supporting business segment, mainly engaged in power grid planning and design for northwest China, provincial power grid planning and design for five northwestern provinces (regions), power transmission planning for large-scale coal power bases, hydropower bases and new energy bases, access system design for power plants, substations and converter stations, and other special researches on the power grid. Meanwhile, it also undertakes the primary design for the electric power system in the power generation engineering and the power grid engineering of the design institute.

After more than 50 years’ development, now the System Planning Department of NWEPDI possess well-known experts with certain influence in the industry at home, as well as leading technical capabilities and product advantages. In terms of techno-economic analysis, water, thermal and wind power mutual-aid adjustment, power planning, power grid planning, networking planning, etc., it has gained comprehensive technical advantages. It has grasped the basic information of power generation and grid engineering in northwest China, has accumulated a large number of basic data, and has established the Northwest Power Planning Research Center, which now has become the most influential advisory body in Shaanxi, Gansu, Qinghai, Ningxia and Xinjiang (provinces/regions) in terms of power planning and technical research.

Business Contents

Business contents cover power market demand forecast, power source planning, power grid planning, power plant access system design and power transmission planning, substation access system design, converter station access system design, power transmission and transformation engineering system special design. It also covers inter-regional networking engineering research, electric power system special research, primary design of power source and power grid engineering system, as well as personalized technical support and special technical consultation services for relevant government departments, power generation enterprises and power grid enterprises.

Technical Level

It has gained outstanding technical advantages in terms of power grid planning and design, power source planning, networking research, techno-economic analysis, power grid special research, etc. Combined with years of engineering practice, through cooperation with relevant colleges, universities and research institutes, NWEPDI has completed subject researches on electric power system under-damping, sub-synchronous oscillation, torsional oscillation of shaft system, reduction of switching overvoltage and cancellation of switch closing resistance, DC transmission, FACTS technology application, access electric power system of wind power and solar power plants, etc. It has also completed the design of DC 1,000kV and ±800-1,000kV projects and has gradually accumulated the latest technologies and methods in terms of electric power system planning and design, with specific contents including:

  • Large-scale electric power system and cross-regional electric power system planning and design;
  • Calculation and analysis of steady, electromagnetic transient and electro-mechanical transient processes of large-scale AC electric power system (including low-frequency oscillation , sub-synchronous oscillation, and torsional oscillation of shaft system)
  • ±800kV DC power transmission system analysis, calculation and design;
  • Large-scale hydro, thermal and wind power plants’ power transmission system planning and access system design;
  • 750kV power transmission system analysis, calculation and design technology;
  • Large-scale networking power transmission engineering system demonstration, calculation and design technology.
Achievements

Over the past two decades, the system planning specialty has successively completed 10 power construction planning reports, 40 regional and provincial power grid planning reports, 50 system special research and demonstration reports, as well as over 100 power transmission planning and access system reports. 37 engineering and scientific research projects completed have successively won national and provincial engineering design and consultation achievement awards; 3 scientific research achievements have won the National Prize for Progress in Science and Technology; and 1 QC team achievement has won a national excellence award. It has published more than 30 valuable papers on periodicals above provincial and ministerial level.

  • Xinjiang power industry “12th Five-Year Plan” planning;
  • Shaanxi Yulin 110 V grid planning and design;
  • Congo State Grid planning;
  • Northwest power market forecasting and power planning;
  • North Shaanxi and Ningdong thermal power base development planning;
  • Gansu Jiuquan 10 million kW wind power base power transmission planning;
  • Qinghai 1 million kW solar power generation access grid research;
  • Power transmission planning for hydropower plants in the upper reaches of the Longyangxia of the Yellow River;
  • Laxiwa hydropower plant power transmission system planning and access system design;
  • Jiajiu coal power base power transmission system planning;
  • Northwest Power Grid higher voltage class demonstration;
  • Xinjiang Power Grid voltage class demonstration;
  • Electric energy absorption scheme research for large hydropower stations in the upper reaches of the Yellow River;
  • Three Gorges-Guangzhou ±500kV, Ningdong-Shandong ±660 kV, Shaanxi-Sichuan ±500kV, Qinghai-Tibet ±400kV, Hami-Henan ±800kV, Hami-Chongqing ±800kV DC networking engineering feasibility study.
